City WORKS Toolkit – Resilience

Potential climate/ disaster impacts addressed by approach & Justification for approach:

In the course of the Covid-19 pandemic, cities have been fighting against a backdrop of multiple existing shocks and stresses, and emerging vulnerabilities, while striving to put equity, economy and climate action at the centre of their recovery approaches. Within this, the notion of urban resilience has gained more attention and provides an orientation for cities to prepare for the future. With the aim of supporting cities in including aspects of resilience in their development and putting into practice the goals of the Sendai Framework, we have developed a City WORKS for Resilience toolkit specifically focused on resilience. City WORKS for Resilience supports urban professionals from familiarising themselves with the concepts around resilience to analysing their cities under a “resilience” lens in order to ensure that the actions taken pave the way for a more resilient future.

Process of Implementation:

City WORKS - Resilience was a further development of the City WORKS Toolbox. City WORKS is a toolbox that supports cities in implementing global agendas on the local level. It offers a process oriented approach with 3 phases and 8 steps. The toolbox has for now mainly addressed the Agenda 2030 and the Sector Programme Cities wanted to strengthen the Recovery & Resilience approach and the link to the Sendai Framework in the toolbox. The extension on resilience encompasses 6 tools for resilience that are connected to already existing City WORKS steps. Several of these tools were developed and tested during the implementation of the Resilient Cities Action Package (ReCAP21) in three cities.
